Ms. Collins practices in the municipal and water and wastewater utility areas. In addition to serving as general counsel to numerous water utility districts, she represents clients before municipalities and in utility development matters. She regularly represents utility districts before the Texas Commission on Environmental Quality. Ms. Collins is experienced in the legal aspects of land development, development and financing of regional water and wastewater utility systems, construction law matters relating to utility system improvements and development financing. Ms. Collins is a former senior assistant city attorney with the City of Austin and was responsible for overseeing the City's legal work related to water and wastewater utility issues (1979-1983). She is a member of the Real Estate Law Section of the Travis County Bar Association.
