Mr. Carlton practices in the areas of water and wastewater utility, land use and planning, administrative, municipal and local government, and environmental law. His practice includes representation of cities, special districts, utilities and development clients before local, state and federal agencies. His practice also includes administrative proceedings before the Texas Commission on Environmental Quality and other state agencies and lobbying. He was a staff attorney with the Texas Water Commission working in the water utilities, water quality and hazardous waste program areas (1991-1993). He is also a past member of the University of Texas School of Law Environmental Law Journal (1990-1991). He is a member of the Administrative and Public Law, Environmental and Natural Resources and Public Utility Law sections of the Texas State Bar.
