Anthony S. Corbett

Anthony S. Corbett (Tony) joined the firm in January, 2026.  He concentrates his legal practice in the areas of utility, public finance, and local government law.  He has more than thirty-five years of experience in these practice areas, and regularly represents both public and private utilities as general counsel and bond counsel, and developer of real property.

Representative Experience

Mr. Corbett regularly performs the following types of services on behalf of his clients:

  • Represents developers of real property in connection with the creation of special districts for securing water, wastewater and drainage utility facilities and services required for new development, and infrastructure financing.
  • As general counsel to numerous special districts and water supply corporations, Mr. Corbett performs all legal work associated with these entities’ creation, regulatory compliance, contract negotiations, elections, utility service contracts, rate matters, acquisitions, and divestitures.
  • Serves as bond counsel to many water districts for purposes of financing the acquisition of, or improvements to, water, wastewater and drainage utility systems; road projects; and park and recreational facilities.
  • Represents multiple investor-owned utilities in connection with developer service agreements and transactional matters.
  • Assists public and private utilities in connection with regulatory applications before the Texas Commission on Environmental Quality and Public Utility Commission of Texas including rate matters, CCN proceedings, and permitting matters.
